Below are links to some of the proposed solutions and links to reference materials to help evaluate the proposals. Proposals Plan for Pennsylvania's Future - The Commonwealth Caucus plan to replace all school taxes with a 5% sales tax on all sales and services. There are few exemptions to the tax, the most notable being Health Care. The Piccola Plan - Similar to the Commonwealth Caucus plan except it replaces all school taxes with a 5.7% sales tax on all sales and services. Seen both the Commonwealth Caucus plan and the Piccola plan have similar exemptions, you have to wonder why one plan requires a tax rate of 5.7% and the other plan is only 5% Act 72 revisted- A plan to use slot machine gambling revenue to provide some property tax relief. The original Act 72 allowed the local school boards to decide if they wanted to opt in. The revised edition will allow the voters to decide if the school board votes no. Reference Material |
